Part I: Background

     In order to share with the Pacific Island Countries of Taiwan?s successful experience in sustainable fishery and aquaculture development, the International Cooperation and Development Fund (ICDF-TAIWAN) will hold an international conference entitled ?Sustainable Fishery and Aquaculture Development in Pacific Islands? in Majuro, the Republic of the Marshall Islands at Long Island Resort Hotel from September 13 to 18, 2004.

Part II: Conference Description

A.  Goal and Objectives

     This conference aims at sharing experiences of Fishery and Aquaculture Development in Taiwan. It will cover the following subjects:

1.      Taiwan?s experiences in sustainable fishery and aquaculture development

2.      Sharing of the experiences of merits and defects of different Pacific countries in these fields

3.      Future cooperation and development: Prospects and Possibilities

B.   Program Outline

     This conference will consist of the following sessions:

1.     Sustainable Fishery and Aquaculture Development in Taiwan;

2.     Participant Report: Fishery and Aquaculture Development and Challenges in Pacific Islands

3.     Fishery Sustainability and Case Studies

4.     Feasibility of Aquaculture Development in Island Countries and Case Studies

5.     Group Discussions: Roadmap to the establishment of Aquaculture Business in Pacific island countries

6.     Future Cooperation and Development: Prospects & Possibilities

C. Participants

     The number of participants is expected to be about 100 including local participants from RMI.

     Participating countries: the Republic of Marshall Islands, the Republic of Palau, the Republic of Kiribati, the Republic of Fiji Islands, the Republic of Tuvalu, FSM, the Republic of Solomon Islands, the Republic of Nauru, as well as the Republic of China (ROC/Taiwan).

     Each country will be invited to send four representatives to attend the conference; including high-ranking governmental fishery and aquaculture officials as well as experts in these fields.

     Representatives from International Fishery Organizations will be invited to attend this conference as observers.

D.  Implementation Plan

    The implementation plan includes three stages (preparation, conference and evaluation). The preparation stage has been undertaken. This conference is scheduled to be held at Long Island Resort Hotel, Majuro, the Republic of Marshall Islands from September 13 (Monday) to 18 (Friday), 2004.

E.  Organizations

     The Conference is co-organized by ICDF-Taiwan in cooperation with the following institutions:

   Sponsor: ICDF-Taiwan

   Co-organizers: ROC Embassy in the Republic of Marshall Islands, Marshall Islands Marine Resources Authority (MIMRA) and ICDF-Taiwan.

ICDF, as a co-organizer, will be responsible for coordinating, supervising and evaluating the process of the conference.

ROC Embassy in RMI, as a co-organizer, will be responsible for local logistics support of the conference.

MIMRA, as a co-organizer, will be responsible for local logistics support of the conference.

 Part III: Monitoring and Evaluation

     This conference will be monitored and evaluated in terms of its objectives, financial and institutional aspects. At the participants? level, each participant will have to complete a questionnaire form for the purpose of evaluating the conference. At the organizer?s level, after the conference, ICDF-Taiwan will compose an evaluation report.  This report will include manuscripts of speeches delivered in this conference and conclusions and suggestions with respect to issues of regional cooperation and its mechanisms.
